As part of the Global Eco-Industrial Parks Programme (GEIPP), namely the Global Eco-Industrial Parks Programme (GEIPP) – Ukraine: country-level intervention” (GEIPP Ukraine project), which aims to develop EIPs in Ukraine, the Resource Efficient and Cleaner Production Centre (RECPC) hosted a workshop on the National Framework for EIP Designation and Monitoring on 29 August 2023 in Kyiv.

The GEIPP project is implemented by the United Nations Industrial Development Organisation (UNIDO) and funded by the Swiss Government through the State Secretariat for Economic Affairs (SECO).

The workshop highlighted the main results achieved under Outcome 1 of the GEIPP Ukraine project “EIP incentivized and mainstreamed in relevant policy and regulations leading to an increased role of EIP in environmental, industry and other relevant policies in Ukraine”, in particular those related to the operation of the EIP national monitoring system.

The event was attended by representatives of the central executive authorities, local authorities, the Ukrainian business, expert and scientific communities, including the members of the Interdepartmental Working Group on EIP Policy Development (IWG), participants of the Advisory Board Meetings (GEIPP-Ukraine project), IPs representatives, IP and EIP experts etc.

Alexey Paschenko, National Project Coordinator of the UKR IEE Project and Evgenij Inshekov, National Training Coordinator and Expert on Standardisation took part in the meeting.

The hybrid format of the event allowed international participants and participants from other cities to meet offline or online (on the Zoom platform), but this did not prevent participants from actively participating in the discussions, commenting on the presentations and making constructive suggestions on the proposed draft documents.

In his welcoming address on behalf of the Ministry of Economy of Ukraine, Anton Andrienko, Department Head of the State Industrial Parks Policy, stressed that the Industrial Parks Development Strategy 2023-2030 was approved this year. The Strategy states that industrial parks are a reliable mechanism for industrialisation of the economy and industrial modernisation through the introduction of resource efficiency concept and the circular economy model, attracting investments, increasing employment, ensuring balanced regional and local development. Anton Andrienko noted: “The current legislation still needs to be finalised, and thanks to the support of projects, including GEIPP Ukraine, amendments will be made, adopted and the legislation on this issue will become perfect. The committees of the Verkhovna Rada of Ukraine support the development of eco-industrial parks, so EIPs can expect full support, including annual reporting”.

The keynote speakers were Vitalii Sobkovych (policy expert) and Tetiana Degodia (EIP expert) from the RECP Centre.
The presentations analysed the current EIP legislation of Ukraine, reviewed the national IP monitoring  system and proposed procedures for the national EIP monitoring system and its operation, and also heard proposals on EIPs status designation.

In parallel with the presentations, interviews with participants were recorded to develop a short video report as part of the project.
As a result of the workshop, stakeholders provided feedback on the draft documents for further revision and approval.

The regulations developed under the project will be submitted to the Ministry of Economy of Ukraine, as the beneficiary of the GEIPP Ukraine project, in the near future. We are confident that all the project’s developments and recommendations will contribute to further fruitful cooperation between the Ministry of Economy and the project in this area, including the transition of industrial parks into eco-industrial parks and their sustainable development.

Today, it is also necessary to take into account the current context and realities – Ukraine’s confrontation with russian aggression and the recovery of its economy after the war. In such circumstances, eco-industrial parks have an important role to play – not only can they help relocated companies to restart their operations quickly and efficiently, but they can also create many new jobs with high labour standards and provide their employees and their families with high-quality infrastructure.

More than 66 participants attended the workshop, 65% of them women.
