Ukraine has one of the most energy-intensive economies in the world. At the same time, there is a significant potential for energy efficiency.
Thus, according to the explanatory note to the bill, only in three sectors – housing, budget and energy supply (together about 63% of Ukraine’s energy balance) the energy efficiency potential is equal to savings of about 19 million toe or 8 billion euros annually.
The draft Law, developed in the framework of the implementation of Directive 2012/27 / EU, defines:
- basic principles of state policy in the field of energy efficiency;
- features of formation and implementation of national action plans on energy efficiency;
- approaches to the formation of a strategy for energy efficiency of buildings;
- principles of energy saving in the buildings of central executive bodies;
- requirements for ecodesign of energy-consuming products;
- principles of energy audit and energy management, energy service;
- features of introduction of intelligent accounting systems;
- promotion of energy efficiency in the field of heat supply and in the field of transmission and distribution of electricity, transportation and distribution of natural gas;
- liability for violations of legislation in the field of energy efficiency and more.
