On May 20, 2022, a meeting of the State Agency on Energy Efficiency dedicated to the implementation of the Law “On Energy Efficiency” was held with the participation of the UNIDO/GEF UKR IEE Project “Introduction of Energy Management System Standard in Ukrainian Industry”.

The meeting was chaired by the Head of the State Agency on Energy Efficiency Valerii Bezus with the participation of international partners: UNIDO, GIZ GmbH, UNDP, STARTER, UDEPP, EBRD, USAID, the EU project “Covenant of Mayors – East”.

A high-quality implementation of the Law “On Energy Efficiency” should be based on the best practices of EU and most importantly contribute to the reconstruction of Ukraine.

“Despite the martial law, the State Agency on Energy Efficiency continues to work on the implementation of the Law “On Energy Efficiency”, moreover, we see the need to intensify such work. The agency had the opportunity to submit preliminary proposals for a long-term recovery plan for the country, in which we clearly stated that the principle of “Energy Efficiency First” should be firmly established during a reconstruction of Ukraine,” said Valerii Bezus.

The State Agency on Energy Efficiency is already working on the implementation of the law, developing the necessary by-laws.

“Our work is aimed at comprehensively implementing the provisions of the law, as well as accumulating developments on possible changes to this law, which would improve the scope of legislative regulation in the area of energy efficiency,” he added.

During the meeting, representatives of the State Agency on Energy Efficiency presented the planned draft regulations in the following areas:

  • energy labeling;
  • energy audit;
  • energy management;
  • energy service;
  • energy efficiency of gas transmission system, electric power transmission system, gas distribution system, electric power distribution system;
  • ensuring a sustainable increase in energy efficiency of final energy consumption with the establishment of a target for annual reduction of energy consumption;
  • state target programs;
  • national energy efficiency monitoring system;
  • setting a target for the annual reduction of energy consumption;
  • evaluation of the implementation and updating of the National Energy Efficiency Action Plan for the period up to 2030.

Valerii Bezus stressed that cooperation with international partners is also important in order to, according to modern EU practice, “lay the foundation for the reconstruction of the country on a new fundamental ideological basis for energy efficiency, creating exemplary practices.”

Representatives of the UNIDO/GEF UKR IEE Project “Introduction of Energy Management System Standard in Ukrainian Industry”, as well as UNDP, GIZ GmbH, STARTER, UDEPP, EBRD, USAID, the EU project “Covenant of Mayors – East” supported the importance of cooperation in this area and shared their work plans.

As a result, the participants of the meeting agreed that today’s realities are a signal to mobilize and synergise all efforts to rebuild the country.
