During his speech, Serhiy Porovskyy noted that it is critical to have a perception of the three tendencies for economic and business development that are already present and will construct the future:
- Energy efficiency
- Carbon neutrality
- Climate neutrality / Environmental impact minimization
Regarding the Energy efficiency development in Ukraine Serhiy Porovskyy noted:
- At the state level, it is important to finally approach the task as multi-sectoral with a specific focus at Energy generation, Industry, and Transport. Implementing energy efficiency measures in those sectors can weight as 90% from the point of influence on Ukrainian economy.
- At the level of enterprises, it is important to be aware that implementation of Energy management systems and energy efficiency measures, especially when done with involvement of trained professionals, demonstrates to be extremely profitable.
Regarding the Energy efficiency policy in Ukraine Serhiy Porovskyy noted that it has to advance with:
- Adoption of the Energy Efficiency Law of Ukraine in accordance with the EED 2012/27.
- Relevant assessment of obligations and challenges Ukraine will face even in a short-term.
- Design of respective multi-sectoral measures to address obligations and integration of those measures into the National Energy Efficiency Plan.
There is no much time left for design and implementation of energy efficiency measures, as if we fail the risks, especially with deployment of Carbon Border Adjustment Mechanism (CBAM) under EU Green Deal, may be significant for the Ukrainian economy and, for example, the Metallurgy.
UNIDO, within the UNIDO/GEF Project “Introduction of Energy Management System Standard in Ukrainian Industry” has had a successful collaboration with 30 industrial enterprises, trained over 200 professionals, and prepared 20 National-level experts; and, as the most significant recent success, together with UKRGASBANK we have launched the Loan Guarantee Fund for industrial energy efficiency. UNIDO also prepares for launching the Award Scheme in Ukraine to facilitate promotion of best industrial energy efficiency cases and get its recognition by the State.
