Scope of Training Programme:

The UKR IEE Project Capacity Building Programme consists of the following main pillars:

  • EnMS Capacity Building Programme
    • 1/2 day Awareness Workshop
    • Two days User-Level Training
    • Expert-Level Training (up to six months of classroom and on-site training)
  • ISO 50000 Standard Series capacity building courses for the national auditing fraternity (including certification and accreditation training)
  • ESO Capacity Building Programme
    • o 1/2 day Equipment Vendor Workshop
    • Two days User–Level Training
    • Expert-Level Training (up to six months of classroom and on-site training)
  • Specially focused training courses for policy-makers and governmental officials.

The introductory course on energy management systems for industrial enterprises (EnMS) was attended by 369 specialists (98 women, 27%), including 58 government representatives (22 women – 38%).

As a result of the training of specialists in the field of energy management systems for industrial enterprises at the expert level training (duration of training approximately 1-1,5 years) 92 specialists were qualified:

Group №1 (28 specialists, including representatives of 4 companies and consultants, 7% women);

Group №2 (33 specialists, including representatives of 8 companies and consultants, 18% women);

Group №3 (31 specialists, including representatives of 8 companies and consultants, 29% women).

The training is not theoretical education. All theoretical knowledge gained is used in a specific industrial enterprise, which is assigned to a group of experts. The total number of enterprises participating in the Project’s training program is twenty-two (22), seven (7) of which are already certified according to ISO 50001.

The industrial enterprises participating in the Project have already received concrete results in energy efficiency and energy saving.


211 specialists participated in two-day seminars on ESO (ventilation and compressed air). 40 experts completed the expert level ESO seminars (ventilation and compressed air).

The introductory course on Compressed Air Systems Optimisation (CASO) was attended by 105 specialists:

Kyiv, 27 participants, 2 women;

Kharkiv, 26 participants, 4 women;

Kyiv, 30 participants, 2 women;

Lviv, 22 participants, 0 women.

The expert level course on Compressed Air Systems Optimisation (CASO) was also conducted.

A total of 25 participants, 4 women, 15 representatives of industrial enterprises (60%).

The introductory course on Ventilation Systems Optimization was attended by 106 specialists. Of the fifteen specialists selected for further training, 7 successfully completed it and received qualification certificates.

As a result of the Ventilation Systems Optimization training 5 industrial enterprises received recommendations on optimizing the ventilation systems in their enterprises.


The ISO 50001 Bridging Training Programme for Lead Auditing was conducted. A total of 81 students attended the seminars, 58 of whom successfully passed the exam (72%) and received a Lead Auditor of Energy Management Systems certificate.

The training programme “The ISO 50001 Bridging Training Programme for Lead Auditing” meets the requirements for a Personnel Certification Body of Ukrainian Association for Quality (PCB UAQ) qualification “Lead Auditor of Energy Management Systems” accredited in National Accreditation Agency of Ukraine (NAAU), that has been recognized in EU countries.


The seminar briefing on the ISO50001:2018 standard was conducted (new edition, different from the 2011 edition). Total participants – 61.


The Training for the National Accreditation Agency of Ukraine (NAAU) was conducted (for the staff and non-staff experts of NAAU).

31 participants in total, 15 women.


Equipment for the National Monitoring Center was provided as technical support to the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE).
