During the panel discussions, it was highlighted that clear priorities regarding the necessity of a comprehensive multi-sectoral approach to energy efficiency (EE) are required. The implementation of energy efficiency measures would facilitate development of energy infrastructure, reducing energy cost (reducing the cost burden on tariffs, that should also improve opportunities for use of RES), and increasing competitiveness in the industrial sector. The importance of the introduction of new financial instruments was noted as well. The presence of guarantee-based financial mechanisms could significantly enhance the development of both RES and EE markets.

This was stated by the Expert on Energy Efficiency Financing and Policy – Mr. Serhiy Porovskyy – during the conference at the panel dedicated to the approaches to overcome energy poverty.
Presentation of UNIDO/GEF UKR IEE Project: GDP energy intensity in Ukraine
For Ukraine, with its one of the highest energy intensity of GDP in the world, this is extremely important. According to the UNIDO international experience, in order to realize the energy efficiency potential, which for Ukraine is about 1/3 of the total energy consumption, first of all, it is necessary to introduce a systematic approach – the implementation of Energy Management Systems (EnMS) in accordance with ISO 50001 (2018). This is especially important for the industrial and power-generation sectors.

The UNIDO/GEF UKR IEE Project has already developed and is in the process of implementation of a Loan Guarantee Financial Mechanism that would facilitate access to the EnMS implementation and EE measures in the Ukrainian industry.
