Within Implementation of the UNIDO/GEF UKR IEE Project and as a UNIDO response to support business recovery after the COVID-19 pandemic, we are pleased to announce launching of the Incentive (Incentive) for establishment and certification EnMS (compliant with ISO 50001:2018 requirements) for eligible Loan Borrowers under the Loan Guarantee Fund.

EnMS-ISO 50001 implementation/establishment hereby implies works or services performed for implementing and/or improving a company’s energy management system in line with ISO 50001:2018 as well as getting a third-party certification to ISO 50001:2018.

This Incentive is a separate mechanism, however, linked to the operation (specifically Loan issuance) of the Loan Guarantee Fund (LGF) created by UNIDO and operated by UKRGASBANK (UGB)

WHO IS ELIGIBLE?

  1. The Incentive is available for Loan Borrowers that have included works and services related to EnMS ISO 50001 implementation in their loan requests to UKRGASBANK (UGB) under the Loan Guarantee Fund (LGF)
  2. The Incentive will be available only for 10 successful Loan Borrowers under the LGF and will be provided on a “first come, first served” basis.

WHAT IS THE INCENTIVE?

Successful applicants will receive from UNIDO an incentive that will consist of (as detailed in the Table below):

  • a 3-day training on state-of-the-art methodologies for energy performance measurement, monitoring, indicators and baselines (item #2); and
  • an option of a 2-day Training on EnMS-ISO 50001:2018 implementation (item #1); and/or
  • EITHER 40 hours of technical support from UNIDO International Leading EnMS-ISO 50001 Experts (item #3) OR a cash reimbursement of eq.2,000 USD.

1 2-day Training on EnMS-ISO 50001:2018 implementation

·         The training is delivered in Ukrainian by 1-2 of the following Ukrainian UNIDO experts qualified in EnMS-ISO 50001:2018 implementation

·         The training provides good understanding of what it takes to implement an effective energy management system (EnMS) in line with ISO 50001:2018. The training is recommended for enterprises’ energy managers and other personnel with roles and responsibilities for EnMS implementation within the organization such as members of the energy management team.

·         The training can be delivered through four or more online sessions, or through a 2-day in-person meeting (NB: only if the COVID-19 pandemic restriction will be permitting).  The training would be scheduled at times that suit the eligible LGF Borrower.

·         The UNIDO/GEF UKR IEE project will organize the training and cover the costs.

2 3-day training on state-of-the-art methodologies for energy performance measurement, monitoring, indicators and baselines

·         The training is delivered EITHER in Ukrainian by a Ukrainian UNIDO qualified EnMS-ISO 50001:2018 implementation expert(s) OR in English by a UNIDO International EnMS-ISO 50001:2018 implementation expert(s).

·         The training provides participants with in-depth understanding of:

–          Best-practices for energy performance data preparation and analysis;

–          Advanced energy performance metrics and analysis methodologies, including linear and multivariate regression, and normalization methods

–          Energy Performance Indicators (EnPIs)

–          Energy Baselines and their relation to EnPIs

–          Energy performance improvements calculation

–          Day-to-day management aspects of energy performance and use of EnPIs

–          Best-practices for reporting to management about energy performance

·         The training is targeted to energy managers and other personnel responsible or involved in assessing the organization’s operational costs and performance like production managers, financial managers and others.

·         The training will be delivered through six or more online sessions or through 3-day in-person meeting (Covid-19 pandemic restriction permitting).  The training would be scheduled at times that suit the LGF borrower.

·         The UNIDO/GEF UKR IEE project will organize the training and cover the costs.

3 40 hours of technical support from UNIDO International Leading EnMS-ISO 50001 Experts

·         The LGF Borrower will be able to choose among the following experts

·         The Loan Borrower will have to indicate to the UKR IEE Project the type of expert support that wants to receive, choosing from the list below:

i.            Technical guidance to the assigned EnMS team

ii.            Review of and advice on EnMS key elements, including energy balance and significant energy uses (SEU), energy performance indicators, energy baselines, calculation of energy savings, SEU critical operating parameters, energy efficiency improvement opportunities and other

iii.            EnMS and energy performance internal audit

iv.            Expert advice and support for management review preparation

v.            Additional training

vi.            Other services to be specified by the Loan Borrower

·         The UNIDO/GEF UKR IEE project will organize the training and cover the costs.

This item is optional.

If a Loan Borrower is not interested in this item, there is an option to receive a cash reimbursement of 2,000 USD of its EnMS-ISO 50001 implementation costs

 

TERMS AND CONDITIONS FOR THE CASH REIMBURSEMENT OF 2,000 USD

An eligible Loan Borrower under the LGF will be entitled to receive cash reimbursement of 2,000 USD only after starting the EnMS implementation works and upon submission of a simple invoice with annexed:

  1. Сopy of the EnMS-ISO 50001 service or product contract be cost-shared by the cash contribution
  2. Сopy of LGF Borrower’s first payment to the EnMS-ISO 50001 service or product supplier.

The cash contribution will be payable only to the Loan Borrower. No third-party payment will be possible.

APPLICATION TO RECEIVE THE INCENTIVE

Eligible Loan Borrowers under the LGF will have to submit this form duly filled by email to LGF@unido.org with CC to S.Porovskyy@unido.org and A.Nevidoma@unido.org.  The UNIDO/GEF UKR IEE Project team will then promptly get in contact with qualified applicants to discuss details and provision of the Incentive.
