On October 21, 2021, the long-awaited Law “On Energy Efficiency” was adopted in the second reading and as a whole.

The adoption of the law was preceded by consolidated work with the participation of the Ministry of Energy of Ukraine, the State Agency on Energy Efficiency, the parliamentary corps, the expert community, relevant associations, and international organizations.

Adoption of the law confirms Ukraine’s consistent progress towards fulfilling its European integration commitments on the implementation of the EU requirements in the field of energy efficiency in the framework of the Association Agreement and the Energy Community Treaty

The purpose of the Law “On Energy Efficiency” is to establish the legal, economic and organizational framework of activities in the field of energy efficiency, ensuring the implementation of energy efficiency measures that will be carried out during the production, transportation, transmission, distribution, supply and consumption of energy.

The Law proposes to define:

  • basic principles of state policy in the field of energy efficiency;
  • features of formation and implementation of national action plans on energy efficiency;
  • approaches to the formation of a strategy for energy efficiency of buildings;
  • principles of energy saving in the buildings of central executive bodies.

The Law also defines:

  • features of taking into account energy efficiency criteria during public procurement or purchase and lease (rental) of buildings by public authorities, local governments and legal entities that meet the needs of the state or local community;
  • eco-design requirements for energy-related products;
  • principles of energy audit and energy management;
  • features of introduction of intelligent accounting systems;
  • promotion of energy efficiency in the field of transmission and distribution of electricity, transportation and distribution of natural gas;
  • promotion of energy efficiency in the field of heat supply;
  • basic principles of energy service implementation;
  • popularization and stimulation of increase of energy efficiency level among consumers;
  • liability for violation of legislation in the field of energy efficiency.
