The planned working meetings are a continuation of a series of previously held thematic events “Implementation of the greenhouse gas emissions trading system in Ukraine: obligations, challenges and opportunities” (December 16, 2021) and the first working meeting “Structural elements of the greenhouse gas emissions trading system for Ukraine” (February 10, 2022).
The second working session in a series of sessions on the involvement of stakeholders in the discussion of the development and implementation of the greenhouse gas emissions trading system (ETS) in Ukraine was held on September 8, 2022. It was devoted to the basic principles of setting the aggregate emission limit as one of the main elements of the ETS and scenarios for setting the emission limit in Ukraine.
During this session, the basic principles for defining ETS sectors and scopes and setting the quantified emission limitation (cap setting) as the key elements of the ETS design were considered. The participants received information about the approaches to establishing the quantified emission limitation of ETS in theory and in practice, reviewed the main approaches and familiarized themselves with the tool for calculating the cap setting of emissions for the Ukrainian ETS.
Alexey Paschenko, the National Coordinator of the UNIDO/GEF UKR IEE Project “Introduction of Energy Management System Standard in Ukrainian Industry” also took part in the meeting.
